Components, such as WinForms and UserControls should have their Localizable property set to true. This property is set in the designer at the top level component (form or user control). Setting Localizable to true causes a minor performance hit but allows you or a third party to localize your application. Obviously this isn't everything you need to localize, but it is a good and inexpensive start.
